This method worked for me while I'm doing my survivalist difficulty run, so it should work for you on hard. One of the best methods to kill them would be the RPG turrets, a strategy I would use is to lead one in clear view of the turret, and just keep shocking him after every RPG hits him, your stun should keep him in place while the RPGs do the rest, just rinse and repeat after each hit and he should go down. Another good source of damage will be red barrels and tanks, hurl those at him with telekinesis if given an opportunity (I believe they can shoot them while you're suspending them, so be careful).
